Overview

Generally, there are three different types of Guilds: Legal, Dark, and Independent.
A Legal Guild is one that has been approved and registered by the Magic Council while a Dark Guild is one that has not been approved by the Magic Council and is treated as a criminal organization.[1] An independent guild is one that is not approved by the Magic Council, but at the same time is not considered a criminal organization. Very little has been shown about independent guilds, though it appears that they can do whatever they can as long as the Magic Council doesn’t disapprove of them.[2]
There are many other guilds besides Magic guilds, such as merchant, mercenary, even bandit guilds. Happy once implied that there are workmen guilds, too.[3]
In general, guilds are formed for Mages to take Jobs and earn Jewels, and also for them to train and grow stronger. Legal Guilds also work to defend against Dark Mages and other criminals; this can go the same for Independent Guilds, as well.[2]

Government

The main power in the Kingdom of Fiore is the King and his Government.
Under his order is the Magic Council, which enforces rules over the guilds to uphold lawful employment of Mages and other forms of employment while making sure they do not cause trouble.[4][5] When Guilds cause destruction or other disturbances to the peace, it’s the responsibility of the Magic Council. The Council is made up of very powerful Mages, some of whom have the power to legalize or disband Guilds.[1]

Legal Guilds are under recognition by the Magic Council and are all connected to one another. Guild Masters are members of a Local Guild Master League and they meet at various meetings. There is more than one league,[6] and during the meetings they have fun and talk about their own guilds.[7]
The hierarchy within Guilds typically ranks from the most powerful to the weakest. From top to bottom, it starts with Guild Master, S-Class Mages, and then Mages. There are usually many teams formed within guilds; these teams are composed of various members of their Guild and can vary in strength.

Dark Guilds (闇の ギルド Yami Girudo) are guilds that are no longer (or never were) recognized by the Magic Council; therefore they are treated as criminal organizations.[1] Dark Guilds are typically dismissive of legal guilds, seeing that they abide the rules imposed by the Magic Council. Their belief is that rules of the Council would only limit the potential of guilds as they place too many restrictions.

Organization

There is very little information known about the hierarchy of Dark Guilds. All Dark Guilds, like legal guilds, are run by their respective Guild Master. Dark Guilds have S-Class level Mages, but it is unknown if the Mages in question are called "S-Class Mages". In the Grimoire Heart Guild they have a Deputy Commander, or second in charge, of their guild.[2]

The Balam Alliance (バラム同盟 Baramu Dōmei) is an alliance between three of the four most powerful Dark Guilds in the world. Despite being referred to as an alliance, the three guilds do not interact with each other at all, and their alliance is nothing more than a non-aggression pact. They control the underworld; all Dark Guilds, with the exception of Raven Tail, are under the control of one of the three.[3] At the moment, the alliance consists of only two guilds following the disbandment and dissolution of Oración Seis.

Oración Seis An extremely powerful Dark Guild. They were one of the three major Dark Guilds of the Balam Alliance that dominates the world of Dark Guilds. They comprised the smallest guild ever shown, with only six true members. They made an attempt to seize Nirvana. They were defeated by the Light Team, and are now dissolved. Grimoire Heart One of the three major Dark Guilds and a member of the Balam Alliance. It is the strongest Dark Guild in existence. Its members reside in a very large airship that flies over the land. They were initially hunting down the keys to the seal which binds the legendary Dark Mage Zeref, but seem to have attained all of them now. They have successfully found out that Zeref is on Tenrou Island and arrived there to find and unseal him. Because Fairy Tail members were also on the island for their annual S-Class Wizard Promotion Trial, a war occurred between the two Guilds, which Fairy Tail ultimately won. Tartaros Nothing is known about the this guild, except for the fact that it is the third guild of the Balam Alliance. Unknown Active Unknown

Other Dark Guilds

Eisenwald A Dark Guild that operated under the Oración Seis. They were supposedly disbanded by the Magic Council, but continued taking assassination missions and other illegal guild activities. Filled with spite for the Magic Council, they schemed a way to get revenge. Upon hearing of the infamous Magical flute, Lullaby, they planned to kill all of the Guild masters as they attended the regular meeting with Lullaby's mass murder Magic. Death's Head Caucus Another Dark Guild is known for being unmatched in its number of successful assassinations. The only known members, the team Trinity Raven, participated in Jellal Fernandes's Heaven's Game against the Fairy Tail members. The guild seems to be extremely powerful, as all three members shown were able to match or overpower S-Class level Mages such as Natsu Dragneel, Gray Fullbuster, and Juvia Lockser. And their leader, Ikaruga, held the upper hand against Erza Scarlet for the majority of their battle. Unknown Active Death Head Caucus
Dark Unicorn Another Dark Guild under Oración Seis' control. Nothing is known about them except that they all wear similar uniforms. These uniforms look a bit like school uniforms and most of them are worn in a style that is reminiscent of a high school delinquent. They also style their hair in a way that looks like the horn of a unicorn. They seem to carry around weapons instead of using Magic. Unknown Unknown Dark Unicorn
Harpuia A guild that was personally lead by Racer, one of the Oración Seis. Its members were all easily defeated by Natsu while he was hunting for Jellal. They all resembled pit crew workers since they carried tools and wore helmets. Racer Unknown Harpuia mark
Ghoul Spirit A guild aligned to the Oración Seis that was quickly destroyed by the Thunder God Tribe. No leader was made apparent. Their guild was located northwest of Shirotsume Town. Unknown Dissolved Ghoul Spirit mark
Red Hood A guild aligned to the Oración Seis that encountered Lyon, Sherry and Jura. They all wear red hoods, as the name suggests. Many members of that guild were seen wielding staffs. As seen most of the Mages of the guild are exceptionally good drawers and use Pict Magic like Reedus Jonah, but the difference is that they use it on paper and not in their bodies. Also they've been show to use an ability called Unison Pict which combines all of their drawings and summons together using everyone's Magic. Also another reason of using this Magic might be that some of the drawings are really strong and the users can't call them out single-handedly such as in the case of the wyvern they summoned. Even Jura Neekis admired their drawing skills and capabilities but nonetheless defeated the wyvern as well as all of them with minimal effort. Unknown Unknown Unknown
Fairy Tail (Edolas) Fairy Tail (Edolas) is an alternate universe counterpart of the Fairy Tail Guild from Earth Land. The Fairy Tail Guild was the only guild in the entire Edolas realm and was treated like a Dark Guild since Mage guilds are banned. It was therefore targeted by the Royal Army for destruction. Reborn Oración Seis Seven years after the the disappearance of the Tenrou Team, Reborn Oraciòn Seis was created from the ashes of the original Oración Seis. Guild Ranks

Guild Master

A Guild Master is a Mage who is the head of the guild that he or she is affiliated with. Typically, Guild Masters are very powerful, often being the strongest Mage in their guilds. Occasionally, they are even members of the Ten Wizard Saints, as with the case of Makarov.[8] As the heads of their own respective guilds, they virtually have complete authority over their subordinates, and can thus dictate their actions. As such, they are also able to excommunicate members of their guilds or even reappoint them as an official member, as seen with Laxus.[9]

S-Class Mages

An S-Class Mage is a powerful Mage that is recognized by the Guild Master and is able to undertake S-Class Jobs. The jobs they take are so dangerous that even the simplest mistake can cost them their life. However, the pay for S-Class Jobs is good.[10] The overall strength of S-Class Mages differs from guild to guild. In some instances, an S-Class Mage is considered the strongest within their respective guilds, as with the case of Jura.[11]

Mages

Mages are simply users of Magic that are able to undertake Jobs. Regular Mages are not allowed to undertake S-Class Jobs unless they are under the supervision of an S-Class Mage. However, it is possible for them to become an S-Class Mage. Fairy Tail’s guild is known to have a special tournament to decide whether or not a Mage can be promoted.[12] No other known events have been seen or mentioned with other guilds.

Fairy Tail Fairy Tail is the most powerful guild in Fiore.[13] This guild is greatly disliked by the Magic Council because of the destructive nature of its members.[14] Fairy Tail allied with Lamia Scale, Blue Pegasus, and Cait Shelter so that they could defeat Oración Seis, one of three Dark Guilds in the Balam Alliance.[15] The guild lost its status as the top guild in Fiore due to the disappearance of several of its core members. After seven years, the Tenrou Team finally returned and has decided to regain their title as strongest guild by entering the X791 Grand Magic Games.[16] Two teams were sent to represent Fairy Tail and both managed to pass the Preliminaries.[17] Makarov Dreyar Active Fairy Tail symbol
Sabertooth It is formerly the most powerful guild in Fiore,[18] having gained five powerful members in the past seven years. Sabertooth participated in the Grand Magic Games of X791 and their representative team was able to place first in the preliminaries.[19] Jiemma Active Sabertoth mark
Twilight Ogre Representative Guild in Magnolia Town.[20] They were one of the many guilds who participated in the X791 Grand Magic Games, but were also among the majority who did not manage to move past the Preliminary round.[21] Banaboster Active Twilight Ogre
Lamia Scale Currently the #2 guild in Fiore,[22] not much is known about this guild except that they allied with Fairy Tail, Blue Pegasus, and Cait Shelter to defeat the Oración Seis, one of the three dark guilds of the Balam Alliance.[15] Ooba Babasaama Active Lamia scale

Quatro Cerberus A guild lead by former Fairy Tail member, Goldmine. Raven Tail Raven Tail is a powerful Guild that was founded by Makarov's son, Ivan.[28] It was formerly a Dark Guild but was approved by the Magic Council in the past seven years following the Tenrou Team’s disappearance. Titan Nose Nothing is known about this guild except that Bora is a former member[30] and that Nalshe Mikagura is a current one.[31] Unknown Active Unknown

Phantom Lord Once, Phantom Lord was the most powerful Magic guild in Fiore but over time, Fairy Tail started gaining recognition until both guilds became the signature guilds of Fiore. The guild master, Jose Porla, one of the Ten Wizard Saints, then instigated a guild war with Fairy Tail out of jealousy.[32] After Phantom Lord was defeated, the Magic Council dissolved the guild and stripped Jose of his positions.[33] Jose Porla Dissolved Phantom Lord Symbol
Cait Shelter This guild sent delegates to participate in the alliance against the Dark Guild, Oración Seis.[15] After all the members of the Oración Seis were defeated and Nirvana was destroyed, the guild master Roubaul revealed that the guild never truly existed and that its members were all spirits of the Nirvit. Roubaul used his Illusion to create the guild and its members for Wendy and Carla after he was left to take care of Wendy.[34] Roubaul Never Existed Caitshelter

Crime Sorcière An independent guild formed by Jellal, Ultear, and Meredy after Jellal was freed from prison. The guild works to eradicate evil brought forth by Dark Guilds and Zeref, but also to redeem the members of their dark pasts. Love & Lucky A merchants guild. Not much is known about the guild except that Lucy Heartfilia's parents once worked at the guild and they named Lucy after they saw that the "k" in "Lucky" had fallen down from the sign.[36] Unknown Active Unknown
Unnamed Bandit Guild Not much is known about this guild of bandits, except that they were hired by Arcadios to capture Lucy during X791 Grand Magic Games.[37] Members wear masks covering the upper part of the face and use guns as weapons.
